In addition, San Joaquin County Development Title Section 9-1115.3 requires that a well <br /> permit shall be approved by the Director of the Environmental Health Division prior to drilling any <br /> subsurface boring. <br /> In phone conversations with Mr. Richard Rowland on May 18, 1994 it was verified that the drilling done <br /> on site was without a boring permit,without a workplan submittal or approval, and without an inspection <br /> of the destruction or construction of the borings or monitoring well. <br /> In order to discuss this violation of the San Joaquin County Developmental Title, an office hearing has <br /> been scheduled for June 23, 1994 at 2 p.m., at 445 N.
