Street <br /> Fresno,California 93706-2020 <br /> Soil (hsposal Issues:Revised for Clarification <br /> City of Tracy <br /> Westside Channel Outfall Project <br /> Byron Road <br /> Tracy,California <br /> Dear Mr. Gray: <br /> Per your request on January 24,2002,this letter describes Chevron Environmental Management <br /> Company's (ClievronTexaco's).plan for managing petroleum-affected soil generated by City <br /> of Tracy Westside Channel Outfall (WSCO) project construction and excavation activities <br /> along Byron Road where petroleum-affected soil associated with Chevron.Texaco's historical <br /> pipelines previously have been encountered. <br /> In cooperation with City of Tracy contractors,soil visually identified as potentially <br /> containing petroleum constituents will be segregated into stockpiles and placed on,and <br /> covered by,plastic sheeting. If necessary, affected soil may be relocated to a nearby location <br /> for temporary storage: relocated soils will be placed on, and covered by plastic sheeting. In <br /> the event that stockpile odor becomes a nuisance problem, ChevronTexaco will implement a <br /> mitigation plan to abate the issue. <br /> Samples of stockpiled soil will be collected to assist in the evaluation of potential <br /> disposal/reuse options. Typically,a three -point composite soil sample will be collected for <br /> every 750 cubic yards of soil. Samples will be sent to the laboratory in separate containers <br /> and the laboratory will composite the three samples into one before performing analysis. <br /> Soil samples will be collected following standard environmental protocols. Sample <br /> containers will be labeled, stored in an ice-cooled chest, and transported to a California- <br /> certified laboratory,under chain-of-custody procedures, <br /> Soil samples typically will be analyzed for the following constituents: total petroleum <br /> hydrocarbons (TPH) quantified,as crude (TPHc) using U.S. Environmental Protection <br /> Agency(EPA)Method 8015M; benzene, toluene,ethylbenzene, and xylenes (BTEX) using <br />
