Paul Verma <br /> City of Tracy <br /> 520 Tracy Blvd. <br /> Tracy, CA 95376 <br /> WESTSIDE CHANNEL OUTFALL (WCO) PROJECT, CITY OF TRACY, STANISLAUS <br /> COUNTY <br /> Due to budget issues and resulting staffing shifts, all but five of the petroleum cleanup sites (Corral <br /> Hollow, Defense Depot, Filies/Mansfreld, Los Medanos PG&E and Los Medanos Reservoir 50) relating <br /> to the Chevron/Texaco OVP Project previously under the oversight of the Sacramento Regional Board <br /> staff, have been transferred to the Fresno Regional Board office. Following file reviews, Fresno <br /> Regional Board staff met for a briefing with Chevron/Geomatrix personnel and subsequently visited <br /> sites in the City of Tracy area, including the WCO stormwater pipeline construction site. <br /> Construction of the WCO project requires a dewatering system to lower the shallow groundwater table <br /> in order to excavate for the proposed pipelines. The dewatering process involves construction of 140 <br /> dewatering wells along the proposed route. Soil and/or groundwater along much of the route have been <br /> impacted by historical leaks from two crude oil pipelines that existed through the area. <br /> Chevron has responded to a Regional Board staff request and submitted a proposed Impacted Soil <br /> Management Plan dated 29 January 2003. The plan indicates that Chevron will maintain responsibility <br /> for coordinating with the contractor and the City, regarding the onsite management, analytical <br /> characterization, offsite storage, and the final disposal of all petroleum impacted soil at an appropriate <br /> offsite location. This includes impacted soil generated by the construction of the dewatering wells as <br /> well as the pipeline excavation. Chevron needs to address Regional Board staff and any other comments <br /> prior to finalization. <br /> Remediation of hydrocarbon-impacted groundwater encountered in the dewatering wells will be <br /> implemented by Chevron providing a filtration/tank holding system for installation for every ten wells. <br /> A Chevron/Geomatrix representative is currently working with the drilling contractor during dewatering <br /> well construction, consolidating and managing the impacted soil. <br /> Currently, a construction dewatering well abandonment procedure is apparently not addressed by <br /> regulation.
