Westside Channel Outfall Project -2 - 4 Feb 2003 <br /> procedure to ensure protection of groundwater quality. The Regional Board staff is preparing a proposed <br /> procedure for review by the interested parties in order to address this concern. <br /> Another issue currently under discussion involves the ultimate disposal of the 4-10 mgd of shallow <br /> groundwater generated by the dewatering process during a 90-day construction period. The City of <br /> Tracy's current proposal is to discharge all of the shallow groundwater from the dewatering system <br /> (including that treated by the Chevron system following analysis) into the Westside Irrigation District <br /> stormwater/tailwater irrigation canal system ultimately discharging into the Old River (tributary to the <br /> Delta), a water of the U.S. If this process is implemented, Regional Board staff has indicated that it <br /> would be subject to a site-specific NPDES permitting process in accordance with the federal Clean <br /> Water Act. <br /> We will continue to work with you regarding the appropriate resolution of these issues. <br /> Please forward all further correspondence relative to the sites, other than the six noted, to the Fresno <br /> address.
