Corrective action at 300 S. California St., Stockton
Dear Mike and Sharon,
I'm glad that we had a chance to speak the other day about some of your
concerns regarding the upcoming corrective action at your property on S.
California Street. I hope that you bath understand that Jeanna Hudson and I
have been working diligently to ensure that the environmental cleanup of
your property is accomplished in a manner that will have the least adverse
affect on you as possible.
Given the extent of subsurface contamination at your site, San Joaquin
County Environmental Health Division (PHS/EHD) has made corrective
action at your property a priority. Therefore, the requests fro rn PHS/EHD
have been demanding and specific. Jeanna has worked closely with Mr. Ron
Rowe of PHS/EHD to put together a plan that will most effectively solve your
contamination problems related to the underground storage tank release.
The workplan has been carefully prepared and costed to reflect the complexity
of the requirements of PHS/EHD. A detailed cost estimate was prepared and
submitted to George Lockwood at the State Cleanup Fund, which was quickly
approved. Many hours went into the preparation,, of this cost estimate which
you were not charged for. Bids had to be obtained from subcontractors for the
removal of stockpiled soil and backfilling of the excavation, cone
penetrometer drilling, and monitoring well installation. We selected fairly
priced bids for all of this subcontracted work.
Understandably, the next phase of work at your property is an expensive one.
Therefore, I understand your frustration at the thought of having, to pay for
additional work when youu have not yet received any reimbursement frorn
the State Fund for precious work. The moment I learned of this situation, I
contacted Bruce Liman of Neumiller and Beardslee to see what could be done
to expedite reimbursement. I was made aware that there had been a mix-up
between Neumiller & Beardslee and the State Fund and that the necessary
information was being express delivered to their office from Neumiller &
Beardslee so that you could be issued a Letter of Commitment (LOC).
i
1125 Atlandc Avenue 6 Suite Ill2 • Alarned.a • California •945(.17. • (510)337-87.0 e Fax(510)523-N84 I
