Mike, I also indicated
this possibility to you when we spoke. Yesterday, I spoke with Annabell
Mackey at the State Fund. She indicated that it may take up to a month to
receive your LOC. I explained to her our situation and the fact that we have a
PHS/EHD deadline of January 1st, which will be difficult to meet given our
current situation. I let her know that we would be expecting the LOC in as
timely a manner as possible. I would encourage you to also keep in conact
with Annabell if you haven't already been. Her phone number is 916-227-
4334.
After speaking with. the State Fund, Bruce Inman and I made a plan regarding
submittal of the first reimbursement package which will remove the burden
Of many out of pocket expenses for you. A payment program can be devised
so that Clearwater and many of our subcontractors are paid when you are
reimbursed from the State Fund. In order to do this, we must be allowed to
immediately begin preparation for upcoming field work. Given the fact that a
Caltrans' permit in-List be obtained for the installation of an off-site
monitoring well, and the fact that these permits can often take up to six weeks
to be approved, our time is limited. Each phase of the upcoming work must
be carefully completed in order to schedule subcontractors and be responsive
to the PHS/ET-M's timelines.
The following are issues which must be addressed by you, before any work can
begin:
Soil Stockpile Sampling and Disposal
Ron Rowe has indicated that the on-site stockpiled soil may be used to backfill
the open excavation if the analytical results are within acceptable limits.
jeanna will work with Ron to determine those lirruts. The stockpile
sampling plan has already been developed with input from PHS/PHD. We
can begin as soon as you give us the authority to do so,
Cost Implications: Clearwater charges would be paid with reimbursed money.
Clearwater will also cart' the analytical costs. You would be responsible for
the contractor charges for removal and disposal (at Forward) of the soil.
Forward disposal rates (assuming Class 11) are $22.00 a ton and we can
estimate 365 tons for a total of $8,030. Contractor charges for off-hauling soil
would be $5,56 per cubic yard (cy) at 27C cy for a total of $1,501.20. These ai:e
approximations bases on our estimate of total soil volume. If the soil is
suitable to be used as backfill, a significant cost benefit would be gained. The
2
