This would mean that drilling would
have to take place during the second week of January. Ron Rowe has
indicated that sometimes Caltrans permits can be approved as quickly as two
weeks, and in that case, drilling would proceed sooner. However, scheduling
the CPT rig can be problematic due to the rig's availability. That is why
proper planning and lead time is important.
Cost Implications: You should not incur any out of pocket expenses for this
phase of work. Clearwater will carry the costs of the two drilling
subcontractors (a total of $9,784) and the analytical lab costs (a total of $3,744).
Total charges for all Clearwater personri:el., subcontractors, and permits ($1,0$4
for permits) will be due upon your receipt of reimbursement money from the
State Fund.
Data Evaluation/Pilot rest Design and Reporting
Assuming that our longest lead time for permitting requires us to wait to drill
during the week of January 8th and assuming that we receive analytical
results seven days after submittal to the laboratory (January 23rd), and that
data evaluation and reporting will take two weeks, our final report can be
ready for submittal to PHS/EHD by approximately February 9, 1996,
Cost Implications: Again, you will incur no out of pocket expenses for this
phase of work. These costs are much easier ,for Clearwater to carry because
they include only our persoruzel charges and no subcontractor charges.
Conclusions
In a discussion I had with Ron Rove on November 16th, he indicated his
willingness to extend our deadline if given a detailed explanation for the
extension request. I know that he spoke with A.nnabell Mackey yesterday as
well, so he has a better idea as to the problems you have had with receiving
your LOC. I would suggest giving Ron a copy of this letter, with a letter from
you which requests that the deadline be extended to February 9, 1996. I think
you will find that Ron will be receptive to this request given the information
in this letter, his discussion with the State Fund, and his willingness to work
with us towards corrective action at your site in a positive manner.
Bruce Inman and I will work closely to ensure that you receive your LOC
within the next month. Any time that I spezid on your reimbursement issue,
such as this letter, will not be charged to vou. Bruce and I have devised a
reimbursement request plan which will ensure that you will receive your out
of pocket expenses as quickly as possible. If we can proceed with the
stockpiled soil sampling, off-hauling, and backfilling by mid December, I
4
