The soil must <br /> be compacted to meet ASTM standards. . This work includes the removal and <br /> disposal of trees and roots, removal of existing fence, prep for backfilling, <br /> import of approximately 40 loads of clean, compactible fill dirt and <br /> compaction to 95%. The area will be capped with road base and compacted to <br /> 95%. In requesting bids for this work, Jeanna prepared a specific scope of work <br /> so that each contractor understood the details of the backfill plan. Jim Thorpe <br /> Oil won this phase of work with the lowest bid. He is also the original <br /> contractor who removed the underground storage tanks at this site. It is very <br /> important that the backfill and compaction meet the required specifications so <br /> that during future cleanup we will be working with a subsurface that is <br /> conducive to remediation. In addition we will be advancing a cone <br /> penetromenter (CPT) through the former tank area. This requires driving a <br /> 20 ton CPT unit on top of the backfilled area. It is extremely important that <br /> the backfill be done correctly or the possibility of the unit sinking into that <br /> area exits, Bruce Inman has indicated that you would like to hire the <br /> contractor directly for this task. I see no problem with this as long as Jim <br /> Thorpe Oil is used. If another contractor is used they must be properly briefed <br /> by Jeanna regarding the project specifications and their bid must be lower <br /> than Jim Thorpe's. <br /> Cost Implications: Since this scope of work has already been pre-approved by <br /> the State Fund, Clearwater will wait for payment until you have been <br /> reimbursed. Due to the issue of reimbursement eligibility of this task, I <br /> recommend that we proceed with a few modifications. You can hire the <br /> contractor directly, thus incurring no mark up costs. Direct costs to you <br /> would be the cost of the clean fill soil. Assuming 720 cy at $8.34/cy the total is <br /> $6,004.80. (Much of this cost may be unnecessary if we are able to use the <br /> stockpiled soil). The cost for hauling, backfill, and compaction by Jim Thorpe <br /> Oil is $7,288.92. Again, I would a.aticipate that a majority, of these charges will <br /> be eligible for reimbursement. <br /> Well Installation and CPT Borings <br /> In order to be able to proceed with this phase of work in a timely manner, we <br /> need to begin permitting now. I would anticipate that if we began working on <br /> obtaining permits on Monday, and submitted our Caltran's permit <br /> application before Thanksgiving, our longest lead time would be six weeks for <br /> 3 <br />
