During that conversation I mentioned <br /> that we were having some complications with the State <br /> Water Resources Control Board (SWRCB) and the associated <br /> funding for this project. Back in May of this year we <br /> were informed that a Letter of Commitment (LOC) would be <br /> forth coming. However, one was never issued and the SWRCB <br /> has temporarily lost the file for this site. <br /> An initial cursory review of the invoices indicate at <br /> least $17 , 000 in eligible corrective action costs have <br /> been expended to date. We just received a preapproval for <br /> the next phase of work which will be in excess of $52, 000 . <br /> The Olivarez are small business owners and the expenses of <br /> tank removal and corrective action work to date have <br /> U tilefh out financially. They do not have the <br /> t✓r-- <br /> financial resources to even commence the next phase <br /> ($7, 000+) of work. <br /> We have been in communication with Ms. Annabel Mackey <br /> and she assures me that the SWRCB will do its utmost to <br /> facilitate a quick turn around on the LOC. We federal <br /> expressed a second copy of the application package to the <br /> SWRCB on November 6, 1995 . It is essential that the <br /> Olivarez ' receive their first reimbursement in order <br /> finance further corrective action costs. Because of their <br /> financial limitations, the Olivarez have requested <br /> Clearwater Group to halt future work until they can afford <br /> further activities. <br /> Because of your deadline of January 1996, I have grave <br /> concerns that this deadline may not be achievable.
