In the past it has been my policy to inform regulators of any problems at my earliest awareness so that we can together do what is necessary to pursue our common goal of having a site cleaned up. As a result of these facts, I had requested an extension from you for the January 1996 deadline in order to assure continued compliance. I did not want to make a "last minute" request when I had advance knowledge that the timelines for work would not be met in time for the next reporting phase. Compliance is critical to continued financing of the corrective action costs through the Underground Storage Tank Clean Up Fund and I wanted to assure that even given their limited financial resources, that this client remains in compliance. You have informed me that you will grant no extension until it is actually needed. Further, that an extension may not be granted, in any event, because of the high priority of this site.
