FILE •i k
PUBLIC HEALTH SERVICES OpQU!v.
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor Stockton, CA 95202
209/468-3420
AUG 0 3 2000
MICHAEL D & SHARON OLIVAREZ
436 SCOTTS AVENUE
STOCKTON CA 95203
Re: Skips Service Station Site Code: 1038
300 S. California St.
Stockton, CA
San Joaquin County Public Health Services Environmental Health Division (PHS/EHD)
has reviewed the Report dated July 10, 2000 prepared by Foothill Engineering for the
above referenced site. The Report contained the following information:
1. Analysis of Soil Boring Samples from MW#5 and MW#6
2. Monitoring Well Information and Water Sample Analytical Testing of 5/11/2000
3. Analysis of Cone Penetrometry Test boring (CPT)#3 installed on 6/9/2000 in the Cal
Trans right-of-way
Soil and groundwater samples collected during the investigation evidence contamination.
The vertical extent of contamination appears to be defined in soil. Soil and groundwater
samples collected from the boring of CPT#3 evidenced groundwater contamination but
did not evidence soil contamination. The lateral and vertical extent of groundwater
contamination needs to be defined. The groundwater gradient has fluctuated from north
to northeast at the site. PHS/EHD recommends the placement of Monitoring Wells
(MWs) screened at different relevant intervals near the location of CPT#3. The
installation of MWs northeast of MWS may also be necessary.
If further water sample results from MW5 and MW6 confirm groundwater
contamination; deeper screened MWs on site will be required. Once the vertical extent
of contamination on site is shown, the lateral extent of the plume must be defined.
A boring permit application and $89.00 permit fee must be submitted to PHS/EHD for
off-site work that was performed by Spectrum Drilling on May 3, 2000. This work was
performed under permit#019872,which was issued for the installation of on site MWs. In
addition, an encroachment permit from the City of Stockton for the May 3, 2000 drilling
must accompany the permit application.
A well receptor survey was to have been conducted as outlined in the Work Plan dated
April 28, 1999 prepared by Foothill Engineering. This information was to have been
submitted with the above Report. The well receptor survey information has not been
A Division of San Joaquin County Health Care Services
