PUBLIC HEALTH "ERVICES
SAN JOAQUIN COUNT
ENVIRONMENTAL HEALTH D SION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 952
209/468-3420 f ILE COPY
NORMAN HIGGINS NOV 2 0 9995
PO BOX 369
CLEMENTS CA 95227
RE: Vogue Cleaners SITE CODE: 231032
2315 N. California St.
Stockton, CA., 95204
San Joaquin County Public Health Services Environmental Health Division
(PHS-EHD) has reviewed the revised "Report of Findings for Phase 2 Site
Investigation" dated October 21, 1998 as submitted by Foothill Engineering on
October 23, 1998 for the above referenced sit and has the following comments.
Missing from the report are maps of the sites owing subsurface petroleum
contours (iso-concentrations lines) in the groundwater and soil at various depths.
Also missing are soil cross sections showing t e different lithologies and possible
preferential pathways the contamination may have traveled. The boring logs for
the wells were not included either. These items are required and are to be
submitted to PHS-EHD in a report addendum due immediately.
Your consultant has concluded that the shallON groundwater beneath this site
flows to the east. This places MW-3S (shallow) and MW-3D (deep) in the most
down-gradient position. Low levels of soil co amination were detected at 45
and 50 feet below ground surface (`bgs) and tie groundwater sample from MW-
3S detected elevated levels of petroleum hyd ocarbons also. The contamination
in the soil and in the groundwater cannot be considered delineated and further
investigation is required. A work plan that ac dresses this requirement is to
be submitted to PHS-EHD after two quarters of groundwater monitoring
sampling events (by July 15, 1999).
Quarterly groundwater sampling events are to continue for this site. Please
analyze all groundwater samples for Total Petroleum Hydrocarbons (TPH) as
Gasoline (G), Diesel (D), and Stoddard Solvent (SS), Benzene, Toluene, Ethyl-
Benzene, Xylene (BTEX), and Halogenated Hydrocarbons (HHC) and report all
groundwater sample data in "ug/I" (ppb). The detection limit for TPH (G, D, & SS)
groundwater samples is 50.0 ug/l. The detection limit for BTEX and HHC in
groundwater samples is 0.5 ug/l.
A Division of San Joaquin County. ealth Care Services
