Mike Infurna [EH]
From: James Munch Dmunch@waterboards.ca.gov]
Sent: Monday, July 07, 2008 8:26 AM
To: Margaret Lagorio [EH]
Cc: Mike Infurna [EH], Jim Barton
Subject: RE: Last weeks e-mail. ?
Margaret,
Below is the body of my last week e-mail.
Jim
Margaret,
Based upon my rather quick review of a couple of their documents (9/07 and 6/08
docs, and the 6/08 doc simply states that the bench-scale test was a success and that
they propose to install what the 9/07 doc recommended)., I have the following
concerns/comments:
1 . Groundwater is relatively shallow and there appears to be multiple single family
and possibly some higher density (apartment type) dwellings nearby. I saw nothing in
the documents I looked at that indicated any monitoring/tracking/control of possible
vapor migration and mobilization problems into basements/underground utilities/etc.
2. There are insufficient monitoring locations (MWs) surrounding the proposed
remedial regime to adequately monitor or track any generation of problem
constituents. In addition, the wells existing are too distant and widely spaced to
properly track any problems.
3. Their section on system operation, monitoring, and reporting is very basic and
woefully inadequate.
4. 1 found no contingency plan if any adverse impacts are identified.
Based on the above, unless there is other submitted information that details my
concerns that I have not reviewed, this office would not approve the project to
proceed.
Jim
9916) 464-4618
>>> "Margaret Lagorio [EH]" <MLagorio@sjcehd.com> 7/7/2008 8:15 AM >>>
Jim,
I didn't receive an E-mail from you last week. Please resend. Thanks.
