SAN JOAQUIN COUNTY Site-Specific Investigation and Cleanup Tasks (continued) Compliance Date 3 Install and continuously operate a soil vapor extraction system, and an 3 July 2000 ►ntenm pump and treat system in the area of the highest soil and groundwater MtBE contamination The interim pump and treat ' s. tens must stabilize the groundwater plume to prey ent movement of MIME toNi and City Well 12 4 Submit a complete Problem Assessment Report (PAR) acceptable to the 24 July 2000 ' Board and County staff, as described in Appendix A of the Tn-Regional Recon.mendations The PAR must include requirements for any discharge pernut(s) required and a time line for submittal of Report(s) of Waste Discharge ' 5 Within 15 days of Board staff approval of the Probl--m Assessment 28 August 2000 Report, but no later than 28 August 2000, submit a Final Remediation Pian (described in Appendix A) for the cleanup of the soil and ' groundwater at the site 6 Within 30 days of Board staff approval of the selected Remedial Option, 6 October 2000 lie but no later than 6 October 2000, implement and continuously operate, the approved remediation system, with the exception of periodic and scheduled maintenance Any interruption in the ope ation of the rcleanup system(s), other than for scheduled maintenance, without prior approval of the Executive Officer,is a violation of this Order. Reporting and Permits ' 7. Notify the Board and County staff at least two business days prior to any site work or sampling 8 Obtain all necessary local and state permits prior to beginning work. 9 Submit all reports and correspondence to the Board's Sacramento Office, the San Joaquin ' County Environmental Health Division, and all parties(or representatives) identified in this Order. Under penalty of perjury,the technical repgr s as directed, which shall be submitted to the Executive Officer of the Board, and to the County, must be signed by an appropriately licensed professional (technical reports and plans, including drilling logs and soil and groundwater sampling, are to be prepared, signed, and certified by a Registered Geologist, Registered Civil t Engineer,Certified Engineering Geologist, or Certified Hydrogeologist) All registered professionals must be licensed by the State of California. 10. Submit preapprovals with workplans and all reports v6th reimbursement requests to the State ' Water Resources Control Board Cleanup Fund in a timely manner to avoid delays that would result in non-compliance with this Order.
