13 September 2007 <br /> AGE-NC Project No. 96-0232 <br /> Page 2 of 4 <br /> closure report be submitted. <br /> • On 31 August 2005, a closure summary report was prepared by AGE and submitted for <br /> review by the RWQCB. In the closure summary report, AGE recommended that the site be <br /> considered for closure as a low risk ground water site. <br /> • On 27 June 2007,the RWQCB stated that the site was being considered for closure as a low <br /> risk ground water site and directed that all wells associated with the Flag City Chevron <br /> investigation needed to be decommissioned. <br /> • On 25 July 2007, AGE established contact with Mr. Ron Chinn(Closure Solutions), the <br /> consultant representing the adjacent Flag City Shell (6437 West Banner Avenue, Lodi, <br /> California) site; Mr. Chinn expressed an interest in transferring responsibility of Flag City <br /> Chevron wells MW-19 and MW-20 to New West Shell. AGE is currently in the process of <br /> preparing an agreement between the BFLP and New West Petroleum for transfer of <br /> responsibility of wells MW-19 and MW-20. <br /> In accordance with the above-referenced RWQCB directive,AGE is proposing to decommission a <br /> total of twenty-eight(28)wells:well abandonment activities will consist of abandoning ground water <br /> extraction wells EW-I through EW-10 and ground water monitoring wells MW-1, MW-2,MW-4, <br /> MW-5, MW-6A, MW-6B and MW-7 through MW-18. <br /> Based on the most current ground water monitoring data(Table 1), Flag City Chevron monitoring <br /> wells MW-1 MW-4 MW-5,MW-6(AB),MW-7,MW-16 and ground water extraction well EW-3 <br /> could be considered non-detect for MTBE,and AGE is proposing to abandon these wells by standard <br /> pressure grouting techniques. <br /> Additionally, MTBE concentrations at monitoring wells MW-14, MW-17 and ground water <br /> extraction wells EW-1 EW-2 EW-4 EW-5,EW-6, EW-7 and EW-8 are either near non-detect or <br /> have previously established a trend of MTBE concentrations near the California maximum <br /> concentration levels (MCLS) of 13 micrograms per liter (µg/L). Due to the low concentrations <br /> established at these wells,AGE is seeking a variance from the SJCEHD to abandon these wells by <br /> standard pressure grouting techniques. <br /> Due to the location of extraction wells EW-9 and EW-10(located in fuel dispenser canopy area with <br /> low over-head), and due to a trend of MTBE concentrations near or below the MCLS for MTBE, <br /> AGE is also seeking a variance from the SJCEHD to abandon wells EW-9 and EW-10 by standard <br /> pressure grouting techniques. <br /> Significant MTBE concentrations are still present at four(4)ground water monitoring wells:MW-2, <br /> MW-15, MW-17 and MW-18. Therefore, AGE is proposing to decommission these wells by <br /> Advanced GeoEnvironmentel,Inc. <br />
