The Order requires that you"Install and continuously operate a groundwater pump and <br /> treat(GWP&T) system in the area of the highest groundwater MtBE contamination", and states "Any interruption in <br /> the operation of the cleanup system(s), other than for scheduled maintenance, without prior approval of the Executive <br /> Officer, is a violation of this Order." <br /> Your 30 July 2004 Quarterly Report—Second Quarter 2004(Report), submitted by your consultant, Advanced <br /> GeoEnvironmental,Inc., requested cessation of the GW P&T system at your site. The main reason given in the <br /> Report is that GW P&T is no longer cost effective,considering the current high cost of Methyl tert-Butyl Ether <br /> (MtBE) treatment($60,000 per pound),which is due to declining groundwater concentrations of MtBE. The Report <br /> also requested a change in the approved remediation system,to include ozone sparging in place of GW P&T. <br /> Regional Board staff(staff) have reviewed the Report and agree that the GW P&T system could be stopped at this <br /> time(see memo Attachment), and that alternative remedial actions, including ozone sparging, could be evaluated and <br /> implemented for your site. <br /> You have made progress working towards compliance with the Order. However,the groundwater cleanup has not <br /> been completed. Therefore you may cease operating the GW P&T system and all monitoring associated with the <br /> GW P&T treatment system immediately. You must continue to conduct routine quarterly sampling per the <br /> Monitoring and Reporting Program in the Order. By 1 October 2004,you must provide staff with an evaluation of <br /> additional remedial alternatives to comply with this Order, and begin fieldwork for the selected remedial alternative <br /> by 1 December 2004.
