The Report includes the analytical results
of the quarterly groundwater monitoring event conducted on 16 March 2004, and a summary of the
groundwater pump and treat system(treatment system) operations during the First Quarter of 2004. The
Report documents problems with equipment failures of the groundwater extraction and treatment systems.
The Report states extraction wells EW-4, -5, -7, and-8 were operating until 12 December 2003, when
failure of the holding tank water level sensors (sensors) resulted in shutdown of the entire treatment
system. AGE replace the failed sensors and restarted the treatment system on 7 January 2004, utilizing
extraction wells EW-2, 4, -5, -7, -8 and -10. The following week(14 January 2004)AGE discovered that
the submersible pumps in extraction wells EW-4 and -7 had failed. Extraction well EW-6's submersible
pump was removed and placed into extraction well EW-4, which was brought back online with extraction
wells EW-5, -8, and-10. The Report recommends "Continued groundwater extraction (pump-treat)from
wells EW-4, EW-5 and EW-8; wells EW-7 and EW-10 should be `added'to the on-line wells that
continuously extract groundwater." However, extraction well EW-7 does not have a pump and is not
operating.
In a letter dated 22 August 2003, I concurred to your request to alternate groundwater extraction from
extraction wells EW-7, -8, -9, and-10, while continuously operating the remainder of the extraction wells.
It was my understanding that all ten of the extraction wells were in use.
In a phone conversation on 17 May 2004 with Tim Cuellar, AGE Project Geologist(AGE), I questioned:
• Why two of the extraction well pumps(pumps) fail during one week? AG responded that perhaps
the pumps were wearing out due to age. I suggested that AGE consider replacing or conducting
preventative maintenance on the remaining pumps.
• Why only some of the extraction wells were operating? AGE stated that the extraction wells now
operating were necessary for system operation.
California Environmental Protection Agency
ped Recycled Paper
