Our letter dated
26 August 2002 includes our comments on site monitoring and remedial system operation described in the
Q2-2002 Report, and this letter includes our comments on recommendations proposed by AGE to revise the
quarterly monitoring requirements included in C&A No. 5-00-700.
On 1 March 2000,responsible parties and associated partnerships and corporations listed above were directed
under C&A No. 5-00-700 to investigate and clean up petroleum hydrocarbons and MtBE from the underground
storage tank systems located at Flag City Chevron, 6420 Capitol Avenue,Lodi. In November 2000, a remedial
pump and treat system was installed at the site, and it has been operating continuously to reduce MtBE in
groundwater. The Q2-2002 Report documents decreasing trends of MtBE contamination in on-site monitoring
and extraction wells and a reduction in plume size due to continued groundwater extraction and treatment.
Based on this reduction in concentrations and plume size,AGE proposed the following recommendations to
revise the quarterly monitoring and sampling requirements included in C&A No. 5-00-700:
1. Transfer sampling of Three B's domestic well to the Three B's Truck Plaza site.
On behalf of Flag City Chevron,AGE collected water samples from the Three B's domestic well (DW-1) on
eighteen separate events from April 1999 to June 2002. During this time, the only constituent detected was
ethanol in May 2000,which has not been confirmed. The Three B's site is also a leaking underground
storage tank site, and a distinctive TPHg,TPHd,BTEX, and MtBE groundwater plume has been mapped
from the former UST and dispenser area towards DW-1. Constituents identified in Flag City Chevron
monitoring well MW-13A and Three B's monitoring well MW-6 located near DW-1 are not indicative of the
Flag City Chevron site.
California Environmental Protection Agency
CO Recycled Paper
The energy challenge facing California is real.
