Flag City Chevron 0 6
6421 Capitol Avenue,Lodi - 2 - 3 September 2002
2. Reduce analysis of methanol and ethanol from quarterly to annually, and eliminate ethylene dibromide and
1,2-dichloroethane from the monitoring program.
Order#14 of C&A Order No. 5-00-700 required quarterly reporting of groundwater monitoring and sampling
work performed at the Flag City Chevron site. Groundwater samples were to be analyzed for TPHg,TPHd,
BTEX,EDB, 1,2-DCA,MtBE,TBA,DIPE,ETBE, TAME, ethanol, and methanol. Historically,MtBE has
been the dominant chemical in groundwater at this site, and TPHd has been identified sporadically in several
of the multi-level monitoring wells across the site.
Board staff discussed these recommendations with management, and based on your progress in remediating the
shallow groundwater at the Flag City site,we are amenable to revising the quarterly monitoring requirements.
We will prepare a draft monitoring and reporting program and submit it to you under separate cover within the
next 60 days. In the interim, you may discontinue sampling DW-1,and reduce the constituents analyzed from all
monitoring and remedial wells to TPHg and TPHd by EPA Method 8015M,and MtBE by EPA Method 8260B.
This decision by Board staff does not alleviate the requirement to address deeper groundwater contamination
identified near the former Rocky's Restaurant domestic well, and as requested in our 20 May 2002 letter, a
revised Final Remediation Plan should still be submitted to this office by 30 September 2002.
If you have any questions or comments, please call me at(916)255-3115.
M artz4en R.G.
Y
Associate Engineering Geologist
cc: Mr. Mark Owens, SWRCB,UST Cleanup Fund, Sacramento
Mr. Mike Infurna, San Joaquin County Environmental Health Department, Stockton
Mr. Timothy J. Cuellar, Advanced GeoEnvironmental, Incorporated, Stockton
Mr. Scott Rishwain,Rishwain&Rishwain, Stockton
Mr. Ben Guzman, San Joaquin County Municipal Utilities, Stockton
