SoIDI, SA N JOA QUIN COUNTY,
00700
I reviewed the 21 September 2001 Domestic Water Well Abandonment Work Plan (Workplan) and the
26 November 2001 Revision to Domestic Water Well Abandonment Work Plan (Workplan Addendum)
submitted by Advanced Ge oEnviromnental, Incorporated(AGE) for the Flag City Chevron site. The
Workplan and Workplan Addendum present a methodology to destroy Rocky's Domestic water supply
well (RDW-1).
has
en
RDW-1 is approximately 150 feet southwest of the Flag Cite liter(ot 1te,IanMMarch 2000, a down hole identified
in the well at a maximum concentration of 20 micrograms p (µSi )
video log of RDW-1 identified perforated intervals at 67 to 75 feet, 87 to 104 feet, and 130 to 142 feet.
Well construction details show the well is sealed from the surface to 50 feet and gravel-packed from 50 to
150 feet. This well construction has created a vertical conduit for shallow groundwater to move into
deeper water bearing zones. In our 8 August 2001 letter,Board
d sta frrequested the destruction of RDW-1
because of the concern of impacting deeper high quality
AGE proposes to remove pumps and piping from RDW-1,place explosives inside the well at five-foot
spacing from 140 feet to the surface, fill the well with neat cement, and perforate the PVC casing with the
explosive charges. Once the explosives are detonated, the weight of the neat cement will force the
cement out into the gravel pack and surrounding geologic formations sealing the well column. The work
as described in the Workplan and Workplan Addendum is appropriate and necessary to eliminate the
vertical conduit created by this well.
The Workplan is approved with the following additions:
The neat cement sealant must be placed by use of a tremmie pipe extended to within ffve feet of
the bottom of the well.
Apply for a well destruction permit from the San Joaquin County Environmental Health
Division.
California Environmental Protection Agency
rLdRecycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our web-site at http://www.swrcb.ca.gov/mgcb5
