The Schedule for Compliance letter was submitted as <br /> required by our 10 September 2001 State Implementation Policy(SIP) letter requesting you to collect effluent <br /> and receiving water samples in connection with your National Pollutant Discharge Elimination System(NPDES) <br /> Permit and have them analyzed for a variety of potential waste constituents. <br /> Effluent water from your groundwater extraction and treatment system is discharged at 20 to 25 gallons per <br /> minute to an irrigation ditch south of the Flag City Chevron site. You propose to sample the effluent and the <br /> downstream receiving water(R-2)for required constituents on a quarterly basis, and submit the data in the <br /> quarterly monitoring reports as required under C&A No. 5-00-700. You also propose not to sample the upstream <br /> receiving(R-1)because there is limited flow in the irrigation ditch, and the ditch has been dry in eight out of the <br /> ten times samples were collected since November 2000. <br /> As documented in previous quarterly monitoring reports, station R-1 has been dry 80% of the time, and station <br /> R-2 is dominated by the treatment system effluent. Therefore,you are not required to sample at stations R-1 or <br /> R-2. Only sample and analyze the treatment system effluent for the constituents listed in our 10 September 2001 <br /> SIP letter, and report the results in a separate table included in the quarterly monitoring reports.
