Box 1810 <br /> Stockton, CA 95201 <br /> REQUEST WATER CONNECTION FOR ROC%Y'S RESTAURANT AT 14659 NORTH <br /> THORNTONROAD, LODI, SAN JOAQUIN COUNTY <br /> We are requesting that San Joaquin County Public Works allow Rocky's Restaurant to connect to <br /> County supplied water under an emergency basis due to Rocky's Restaurant well being impacted with <br /> methyl tertiary butyl ether(MtBE). <br /> The domestic water supply well at Rocky's Restaurant (RDW-1) is impacted with MtBE from an <br /> unauthorized release of petroleum hydrocarbons at the Flag City Chevron gasoline fueling station. Well <br /> water from RDW-1 is currently used for irrigation, cleaning, and restrooms,resulting in restaurant <br /> workers and customers coming in daily contact with the MtBE contaminated water. Water for drinking <br /> and food preparation is provided by way of a bulk water supply with two 5,000-gallon water containers <br /> that was plumbed into Rocky's Restaurant in June 2000. The water containers are filled weekly with <br /> potable water trucked in by Culligan Water Systems. <br /> MtBE has been identified in RDW-1 at a maximum concentration of 20 micrograms per liter(µg/l), <br /> which exceeds the California Department of Health Services Primary and Secondary Maximum <br /> Contaminant Levels (MCLS) of 13 µg/l and 5 gg/l,respectively. Well construction details for RDW-1 <br /> show the well is screened at three intervals between 67 and 142 feet, and is gravel-packed from 50 to <br /> 150 feet. The multiple screen intervals and extensive gravel pack have provided a vertical conduit for <br /> petroleum hydrocarbon contamination in shallow groundwater to migrate to deeper water bearing zones. <br /> Monitoring wells constructed within close proximity to RDW-1 show MtBE around 200 µg/l at the <br /> 65-75 foot interval with concentrations decreasing with depth. <br /> Based on the detection of MtBE in RDW-1 above the Primary and Secondary MCLS and the <br /> construction of RDW-1 allowing a vertical pathway for contaminants to impact the deeper water bearing <br /> zones, we have directed Flag City Chevron to properly destroy RDW-1 by 31 December 2001. <br /> However,before RDW-1 can be destroyed,Flag City Chevron must find a permanent water supply <br /> replacement for Rocky's Restaurant. <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br /> The energy challenge facing California is real.
