CAG915001 —DISCHARGE TO SURFACE <br /> WATERS FROM GROUNDWATER CLEANUP OF PETROLEUM FUEL POLLUTION, FLAG <br /> CITY CHEVRON, LODI, SAN JOAQUIN COUNTY <br /> We have received an application package for the above referenced groundwater petroleum remediation <br /> project on 19 October 2000 and supplemental material, which completed the package on 26 October <br /> 2000. Based on the information in the submittal, we have determined that the project meets the required <br /> conditions for approval under the General Order for Discharge to Surface Waters of Groundwater From <br /> Cleanup of Petroleum Fuel Pollution (General Order No. 5-00-119). <br /> The application is for the discharge of treated groundwater to surface waters generated from an ongoing <br /> petroleum groundwater remediation project. Cleanup Abatement Order 5-00-700 required the project to <br /> begin 1 November 2000; however, actual discharge to surface water has not yet commenced. You are <br /> hereby assigned General Order No. 5-00-11901 for the project. <br /> PROJECT LOCATION AND DESCRIPTION <br /> The project is located along the northwestern outskirts of the City of Lodi in an unincorporated portion <br /> of San Joaquin County. The facility, known as Flag City Chevron, is situated east of Interstate 5 and <br /> south of State Highway 12, on the northeast corner of Thornton Road and Capitol Avenue. The point of <br /> discharge is proposed to a private agricultural return ditch known as Coldani Ditch at latitude <br /> N 380 06' 56" and longitude W 121° 23' 42". This ditch drains westward beneath Interstate 5 to the <br /> Upland Canal, which flows south into White Slough. <br /> In March 1995, four underground fuel tanks were removed and replaced to meet 1998 upgrade <br /> requirements. At the time of the replacement, shallow groundwater was identified to be contaminated <br /> with dissolved petroleum constituents. More recent groundwater monitoring results indicate that the <br /> primary dissolved constituents include: TPH-gasoline (11,000 µg/1), TPH-diesel (250 µg/1), and MTBE <br /> (11,000 µg/1).
