Box 942836 <br /> Sacramento, CA 94236-0001 <br /> Subject: Request for Encroachment and Discharge <br /> California Department of Water Resources Canal No. DPC-79 <br /> Dear Mr. Boeck: <br /> On behalf of Mr. Richard Bokides, property owner of Flag City Chevron located at 6421 Capitol <br /> Avenue,Lodi,California,Advanced GeoEnvironmental,Inc. (AGE)is hereby requesting to encroach <br /> California Department of Water Resources (DWR) Canal No. DPC-79 for discharge of pre-treated <br /> ground water extracted from the Flag City Chevron site. <br /> The Flag City Chevron site is located approximately 5 miles west of Lodi, California(see Figure 1) <br /> at the northeast intersection of Capitol Avenue and Thornton Road, approximately 500 feet south <br /> of the intersection of California State Highway 12 and Thornton Road. The property is currently <br /> utilized as a Chevron fueling facility and a mini-market (see Figure 2). The facility consists of one <br /> building structure, a canopied structure for the fuel dispensing area, and four 12,000-gallon <br /> petroleum underground storage tanks (USTs). <br /> As a result of petroleum-impact to soil and ground water at the Flag City Chevron site,the California <br /> Regional Water Quality Control Board - Central Valley Region (RWQCB-CVR) has directed by <br /> Cleanup and Abatement Order No. 5-00-700 to install and continuously operate a ground water <br /> pump and treat remediation system in the areas of ground water contamination. Therefore, AGE <br /> intends to install an on-site air stripping and activated carbon remediation system for treatment of <br /> extracted ground water. AGE believes that utilization of an air stripping technology in conjunction <br /> with an activated carbon technology will ensure non-detect levels of contgminants prior to any <br /> discharge. <br /> If the request for encroachment and discharge are conditionally approved by the DWR, then AGE <br /> plans to install a 6-inch diameter, schedule 80 polyvinylchloride (PVC)pipe underground along the <br /> east side of Thornton Road from the Flag City Chevron site to Canal No.DPC-79 (see Figure 2).
