CLEANUP AND ABATEMENT ORDER NO. 5-00-700 4 <br /> FLAG CITY CHEVRON <br /> 6421 CAPITOL AVENUE <br /> LODI, SAN JOAQUIN COUNTY <br /> IT IS HEREBY ORDERED that, pursuant to Sections 13267 and 13304 of the California Water Code <br /> the Dischargers shall: <br /> 1. Clean up the waste and abate forthwith, the existing and threatened effects of waste that has <br /> been, and continues to be, discharged to groundwater from this site. "Forthwith"means as soon <br /> as reasonably possible,but in any event, no later than the deadlines imposed by this Order. <br /> Site-Specific Investigation and Cleanup Tasks Compliance Date <br /> 2. Supply an alternate drinking water supply to Rocky's Restaurant. 3 March 2000 <br /> 3. Submit a plan with a timeline acceptable to the Board's Executive 10 March 2000 <br /> Officer to provide a permanent water source for Rocky's Restaurant and <br /> all other drinking water supplies that become affected by the discharge <br /> of petroleum hydrocarbon fuel from Flag City Chevron contamination <br /> plume(s). <br /> 4. Provide an update in each quarterly report discussing progress to comply <br /> with the timeline in Order No. 3 above. Failure to meet this timeline is <br /> a violation of this Order. <br /> 5. Install and continuously operate a pump and treat system in the area of 3 April 2000 <br /> the highest groundwater MtBE contamination. The pump and treat <br /> system must stabilize the groundwater plume to prevent movement of <br /> MtBE toward the Flag City Wells. <br /> 6. Implement the County approved 24 September 1999 Workplan with the 24 April 2000 <br /> following additions: <br /> a. Starting 25 February 2000, initiate monthly sampling and <br /> analysis of groundwater from monitoring wells (MW-1, -2, -4, <br /> -5, -6A, -6B, and -7),Rocky's Restaurant well, the Three B's <br /> Truck Plaza well, and the Flag City wells. <br /> b. All soil and groundwater samples must be analyzed for fuel <br /> oxygenates using EPA Method 8260B <br /> c. Define the horizontal and vertical extent of MtBE contamination <br /> both on-site and off-site <br /> d. Provide well construction details for the Flag City wells and <br /> Rocky's Restaurant well <br /> e. Install multi-level cluster monitoring wells to serve as sentinel <br /> wells between the on-site contamination plume(s) and Flag City <br /> Well#2, about 700 feet southeast <br />
