Time In: 9:50 am <br /> Time Out: 10:59 am <br /> Food Program Complaint Inspection Report <br /> Name of Facility: TAQUERIA LA ESTRELLA Date: 05/23/2019 <br /> Address: 1361 E YOSEMITE AVE, MANTECA 95336 <br /> Owner/Operator: Telephone: (209)823-8481 <br /> Program Element: 1600-FOOD PROGRAM Complaint#: C00049710 <br /> DESCRIPTION OF COMPLAINT ALLEGATIONS <br /> The San Joaquin County Environmental Health Department received the following complaint: <br /> WASHING FOOD CONTAINERS, POTS&PANS INTO STORM DRAINS;ALSO WASHING HUMAN FECES& URINE <br /> FROM HOMELESS PEOPLE INTO THE STORM DRAINS. <br /> VIOLATIONS AND CORRECTIVE ACTIONS <br /> Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br /> 113700.All violations must be corrected within specified timeframe. Violations that are classified as"MAJOR"pose an immediate threat to public health <br /> and have the potential to cause foodborne illness.All major violations must be corrected immediately.Non-compliance may warrant immediate closure of <br /> the food facility. <br /> OVERALL INSPECTION NOTES AND COMMENTS <br /> FOOD ITEM--LOCATION--TEMP°F--COMMENTS <br /> No Temperature Data Collected <br /> NOTES <br /> Complaint inspection made on this day. City of Manteca water resources representative also present. First,we looked at the <br /> parking lot and back door area of the restaurant. There appears to be some grease/oil stains on the asphalt draining to the <br /> storm drain.At the time of inspection, I did not observe any washing outside of the facility. There were some areas of puddling <br /> but I did not see any fats or oils in the water. One puddle appeared cloudy but still no fat or oil. <br /> I went into the facility and spoke with Juan,the manager on duty at the time of inspection. I explained my visit, but he said that <br /> they no longer wash or rinse equipment/utensils outside. Juan said that when they had a food cart several years ago,they <br /> washed it in the parking lot. <br /> Juan said that they sometimes rinse out garbage cans in the parking when the garbage bags rip. I told him that they should <br /> not do that anymore. The garbage cans should be washed and rinsed inside with the wastewater going into—the mop sink or <br /> floor sink under the 3 compartment sink.All pots, pans, equipment, and utensils shall be washed inside of the facility.All fats, <br /> oils,grease, and food wastes shall be disposed properly into the sewer, not the storm water drains. <br /> Management should remind and/or retrain all employees of proper ware washing.
