WASTE DISCHARGE REQUIREMENTS -2- <br /> THE MARLEY COOLING TOWER COMPANY <br /> STOCKTON, SAN JOAQUIN COUNTY <br /> (b) A covered treated wood storage facility has been erected and is in use. <br /> The Discharger plans to erect at least one more covered storage area for <br /> treated wood; and (c) Discontinued use of arsenic in the wood treatment <br /> solutions. <br /> 7. The Report of Waste Discharge describes the combined stormwater and ground <br /> water characteristics prior to treatment as follows: <br /> Average Flow: 0.278 million gallons per day (mgd) <br /> Design Flow : 0.370 million gallons per day (mgd) <br /> Average Temperature: storm water - ambient <br /> ground water - 68°F <br /> Constituent Stormwater (mg/1 ) Ground Water (mg/1 ) <br /> Total Chromium 5.0 20.0 <br /> Chromium VI 4.5 20.0 <br /> Copper 4.34 0.05 <br /> Arsenic 0.04 0.01 <br /> 8. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin (5B) , which contains water quality <br /> objectives for all waters of the Basin. These requirements are consistent <br /> with the Plan. <br /> 9. The beneficial uses of the Calaveras River are municipal , industrial , and <br /> agricultural supply; recreation; esthetic enjoyment; navigation; ground <br /> water recharge; fresh water replenishment; and preservation and enhancement <br /> of fish, wildlife and other aquatic resources. <br /> 10. Effluent limitation, and toxic and pretreatment effluent standards estab- <br /> lished pursuant to Sections 301, 302, 304, and 307 of the Clean Water Act <br /> and amendments thereto are applicable to the discharge. <br /> 11. The action to adopt an NPDES permit is exempt from the provisions of the <br /> California Environmental Quality Act (Public Resources Code Section 21000, <br /> et seq.) , in accordance with Section 13389 of the California Water Code. <br /> 12. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge and <br /> has provided them with an opportunity for a public hearing and an oppor- <br /> tunity to submit their written views and recommendations. <br />
