No comment. <br /> Comments on Water Treatment Plant Description of Operation <br /> A revised Description of Operation has been included in this submittal. <br /> The Description has been revised to accommodate the comments and suggestions <br /> of both the Department of Health Services and the Regional Water Quality <br /> Control Board. The Description has been revised to be useful in the <br /> Agencies' public information or public notice efforts. If more detailed <br /> technical information is needed, please advise. <br /> Comment 1. Potential fouling of the anion exchange resin is a concern <br /> which has been addressed in the design and intended operation of the <br /> water treatment plant. As indicated in your comment, you have noticed <br /> clogging of the anion resins at other installation from precipitation of <br /> hardness constituents from groundwaters when the exchange process is <br /> operated at high pH. For the Marley Stockton facility, the anion process <br /> will be operated at a low pH (4.9) to optimize hexavalent chromium <br /> removal. Operation of this low pH will not cause the precipitation and <br /> clogging experienced at other facilities. <br /> Fouling or clogging of the resin from suspended solids is a potential <br /> problem regardless of operating pH. A multi-step process has been <br /> designed to enhance solids removal. Influent liquids will be pretreated <br /> as necessary to enhance settling of solids in the Flow Equalization <br /> Basin. Floating particles and carry-over solids will be removed in the <br /> strainer, coarse bag filters, fine bag filters and polishing cartridge <br /> filters. This multi-step solids removal process should provide adequate <br /> protection to the anion exchange resin. <br />
