Mr. Bates: <br /> JANUARY 9, 1987 PROGRESS REPORT <br /> Your progress report indicates that you have performed additions_ <br /> drilling and monitoring well construction for the phase III <br /> groundwater investigation and for four supplemental wells. <br /> The Department and the other regulatory agencies involved in site <br /> remediation at your Stockton facility were not provided with the <br /> opportunity to comment on the new well locations before the <br /> construction began, nor were we notified of the dates and times <br /> of field work. The Department and the other agencies must be <br /> involved in the planning process for the site investigation <br /> activities, in order to expedite the subsequent review. Early <br /> agency involvement is also beneficial to your company, since it <br /> lessens the chance that you will have to re-do work not approved <br /> by the regulatory agencies. <br /> Please inform us of the dates and times when you expect field <br /> work to be performed, so that we can arrange to have a Department <br /> representative present.
