STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Governor
DEPARTMENT OF HEALTH SERVICES
TOXIC SUBSTANCES CONTROL DIVISION '
NORTHERN CALIFORNIA SECTION a
4250 POWER INN ROAD January 23 , 1987
SACRAMENTO,CA 95826
(916)739-3145
Mr. Richard D. Landon
Executive Vice President
The Marley Cooling Tower Company
P.O. Box 2912
Mission, Kansas 66202
Dear Mr. Landon:
Thank you for your January 9th submittal of an updated work plan
and associated data for your Stockton facility. The data
included a May 1985 "Geochemical Program Final Report" prepared
by Roman Z. Pyrih and Associates.
The Department had much earlier requested a copy of this report
on bench testing to evaluate in-situ soil treatment options; the
present transmittal constitutes our first receipt of this
information and our first opportunity to review the work. We are
concerned that you have delayed in providing us with the
treatment study, since we see significant problems regarding its
technical adequacy and applicability to in-situ soil treatment at
your facility. Our major points of concern are discussed in the
attachment to this letter.
At this time the Department cannot approve any in-situ soil
treatment proposals for the facility based on the findings of the
Pyrih report. If in-situ treatment will be included in the
site 's mitigation plan, additional work will be required in order
to document the effectiveness of the proposed treatment methods.
We will be happy to meet with you or with your consultants to
scope a testing program. Please call Jim Austreng at (916)
739-3979 if you have any questions or wish to set up a meeting.
Sincerely _
Jeanine Jones, P.E.
Senior Waste Management Engineer
JJ:jka
Enclosure
