Box 2912 <br /> Mission, Kansas 66202 <br /> Dear Mr. Landon: <br /> Thank you for your January 9th submittal of an updated work plan <br /> and associated data for your Stockton facility. The data <br /> included a May 1985 "Geochemical Program Final Report" prepared <br /> by Roman Z. Pyrih and Associates. <br /> The Department had much earlier requested a copy of this report <br /> on bench testing to evaluate in-situ soil treatment options; the <br /> present transmittal constitutes our first receipt of this <br /> information and our first opportunity to review the work. We are <br /> concerned that you have delayed in providing us with the <br /> treatment study, since we see significant problems regarding its <br /> technical adequacy and applicability to in-situ soil treatment at <br /> your facility. Our major points of concern are discussed in the <br /> attachment to this letter. <br /> At this time the Department cannot approve any in-situ soil <br /> treatment proposals for the facility based on the findings of the <br /> Pyrih report. If in-situ treatment will be included in the <br /> site 's mitigation plan, additional work will be required in order <br /> to document the effectiveness of the proposed treatment methods. <br /> We will be happy to meet with you or with your consultants to <br /> scope a testing program.
