They just leased the property while they <br /> operated a service station at the site. <br /> 2) The site was and is currently owned by the City of Stockton. <br /> 3) The soil currently stockpiled on site was placed there by the City of Stockton <br /> and represents material excavated from another City of Stockton site. <br /> Therefore, assuming the above assumptions are accurate, Chevron or SECOR has no <br /> authority to limit access to the site by constructing a fence. <br /> In regards to the damaged well monument over monitoring well MW-15D. It is my, <br /> understanding that the monument was damaged by City of Stockton personnel during <br /> deposition of the current soil stockpile.
