WASTE DISCHARGE REQUIREMENTS -6- <br /> MARLEY COOLING TOWER COMPANY <br /> SAN JOAQUIN COUNTY <br /> 3) If the Technical Report indicates that there is a reasonable <br /> potential for the effluent to cause instream toxicity, the <br /> Discharger shall conduct a Toxicity Reduction Evaluation to <br /> determine the cause and develop a corrective action plan. <br /> 2. The Discharger shall conduct additional toxicity testing of the combined <br /> effluent from the existing and interim treatment systems. The effluent <br /> shall be monitored for the following: <br /> Constituents Units Tyue of Sample Frequency <br /> a. Toxicity % Survival 24-hr composite Monthly <br /> (Ceriodaphnia dubia) <br /> Toxicity % Survival 24-hr composite Quarterly <br /> (fathead minnows) <br /> b. Bioassay % Survival 24-hr composite Quarterly <br /> Samples for the toxicity testing may be changed to grab samples if it is <br /> determined that the volume of water from the 24 hour composite sampler is <br /> inadeqate. <br /> 3. The Discharger shall submit revised inserts for the O&M Manual for the <br /> treatment plant which describes those operational and monitoring measures <br /> to be taken during wet weather events and in case of breakthrough. The 0&M <br /> Manual must also address the necessary monitoring of the existing and <br /> interim treatment systems to determine removal efficiencies for both <br /> treatment systems and to assure compliance of the combined effluent. The <br /> revised 0&M Manual shall be submitted by 1 April 1991. <br /> 4. The Discharger shall reevaluate the treated water disposal alternatives of <br /> seasonal agricultural reuse and aquifer reinjection. This report shall be <br /> submitted by 1 November 1991. <br /> 5. The Discharger shall comply with the attached Monitoring and Reporting <br /> Program No. 91-035 for the interim treatment system. <br /> I , WILLIAM H.
