Cultural Resources <br /> Description of Baseline Environmental Conditions: <br /> The project occurs within the Franklin High School property and is focused underneath a developed athletic field. On <br /> October 27, 2006, DTSC received a response from the Native American Heritage Commission (NAHC) stating that the <br /> Sacred Lands file did not locate resources in the project area. The City of Stockton indicated to their knowledge no <br /> cultural resources were present at the project area. DTSC sent inquiry letters to the Native American contacts provided <br /> by the NAHC and received responses from the Heritage Cultural Commission for the Ione Band of Miwok Indians and the <br /> Northern Valley Yokut Tribe on January 17, 2007 and January 26, 2007, respectively. On February 15, 2007, DTSC <br /> received findings from a Cultural Resources Survey from the Central California Historical Resources Information System <br /> (CHRIS). Based on the CHRIS report and response from Ms. Katherine Perez of the Northern Valley Yokut, a prehistoric <br /> archaeological resource known to contain Native American burials and associated artifacts is north of the project area. <br /> The exact boundaries have not been fully determined. The CHRIS report recommended that on-site investigation and <br /> monitoring be conducted and further consultation obtained from a qualified archaeologist. Ms. Perez recommended that <br /> the site be monitored by a qualified archaeologist and a local Native American. <br /> Analysis as to whether or not project activities would: <br /> a. Cause a substantial adverse change in the significance of a historical resource as defined in 15064.5. <br /> Impact Analysis: The project involves drilling activities underground in previously disturbed areas within the City of <br /> Stockton. The drilling is underneath paved surfaces at the north and south yards of the site and three residential streets. <br /> Page 10 of 25 <br />
