Hazards and Hazardous Materials <br /> Description of Baseline Environmental Conditions: Subsurface soils around and beneath the farmer MCTC site have <br /> been affected in several locations as a result of wood treating activities. The upper 15 feet of subsurface soils are termed <br /> the shallow soils and contain copper and arsenic. These soils have been capped. (Please refer to the Project Description <br /> section of this Initial Study.)Chromium exists in the pore water in the soils from below the shallow soils to the groundwater <br /> table, These soils are referred to as the deep soils. The quality of groundwater underlying the Site has been impacted by <br /> wood treatment and treated wood storage operations. The direction of groundwater flow is approximately south to <br /> southwest with the water table located at approximately 60 feet bgs. Contamination appears to be limited to the shallow <br /> and intermediate zones of the aquifer or to about 200 feet bgs. Levels of chromium have exceeded Federal and state <br /> drinking water standards in the groundwater beneath and down gradient from the Site. <br /> Groundwater in the area of the retort pit has elevated concentrations of chromium detected in excess of 20,000 <br /> micrograms per liter(ug4). <br /> An environmental restriction has been implemented prohibiting disturbance of the cap without authorization from DTSC. <br /> The site is fenced and secure and all storm water is captured and pumped to the treatment system for processing before <br /> being discharged under an NPDES permit to the Stockton Diverting Canal. <br /> Analysis as to whether or not project activities would: <br /> a. Create a significant hazard to the public or the environment throughout the routine transport, use or disposal of <br /> hazardous materials. <br /> Impact Analysis: Hazardous materials(reductant solution)will be transported in by truck and removed each evening <br /> to a secure location. There will be no hazardous chemicals left unattended in public areas. The public will not be <br /> allowed In the immediate work area. There is a seven foot-tail chain-link fence that separates the north yard from the <br /> Franklin High School athletic field, and a 7 foot-tall chain-link and wooden fence across the southern end of the <br /> southern yard between the residential properties and the southern property. Project activities on school grounds will <br /> be conducted when school is not in session. <br /> Page 13 of 25 <br />
