Land Use and Planning --- <br /> Description of Baseline Environmental Conditions: Current land use includes light industrial and residential. The San <br /> Joaquin County Planning Department states that the area is zoned IW (Warehouse). An environmental restriction (2002- <br /> 048423) has been recorded for the North Yard prohibiting disturbance of the cap and certain land uses without <br /> authorization from DTSC. An environmental restriction (2004-033981) on the South Yard protects the groundwater <br /> remediation system. <br /> Analysis as to whether or not project activities would: <br /> a. Conflict with any applicable land use plan, policy, or regulation of an agency with jurisdiction over the project <br /> (including, but not limited to the general plan, specific plan, local coastal program, or zoning ordinance) adopted for <br /> the purpose of avoiding or mitigating an environmental effect, <br /> Impact Analysis: Change to current zoning is not anticipated. <br /> Conclusion: <br /> ❑ Potentially Significant Impact <br /> ❑ Potentially Significant Unless Mitigated <br /> Z Less Than Significant Impact <br /> ❑ No Impact a <br /> b. Conflict with any applicable habitat conservation plan or natural community conservation plan. <br /> Impact Analysis: The current land use is urbanized and industrialized. The proposed activities are not anticipated to <br /> affect any applicable habitat conservation plan or natural community conservation plan. There is an environmental <br /> restriction placed on the Former Retort Pit Cap that restricts any disturbances to the capped area.
