URS
October 3, 2002 OCT 0 9 2002
Ms. Lori Duncan ENVIRUNIVIL- 11 HEALTH
Senior Environmental Health Specialist PERMIT/SERVICES
San Joaquin County Environmental Health Departmer t
304 East Weber Avenue
Third Floor
Stockton, CA 95202-2708
Re: Former ARCO Service Station 4493
205 North Center Street
Stockton, California 95202
Dear Ms. Duncan:
URS Corporation Americas, (URS)on behalf of Atlantic Richfield Company(ARCO), has prepared this
letter to provide you with an update on the status of the workplan addendum requested by your office
for the former ARCO service station located at 205 North Center Street in Stockton, California. On
July 5, 2002, URS submitted a workplan to install two shallow, groundwater monitoring wells to further
characterize the groundwater downgradient from the ormer service station. In your letter dated July 5,
2002, it was requested that a workplan addendum be prepared to install two deep monitoring wells in
addition to the two shallow wells. These deep monitoring wells are to complement the deep
groundwater monitoring wells installed by SECOR International Incorporated in May 2002, which
reported the presence of petroleum hydrocarbons iin the samples collected during the first round of
sampling on June 12, 2002. URS is currently waiting for the receipt of the analytical data from the third
quarter 2002 sampling event conducted on September 20, 2002. These data will allow URS and ARCO
to evaluate two quarters of groundwater data from the newly installed deep monitoring wells prior to
proposing construction specifications for any new deep wells.
URS will receive the analytical data from the third ound of sampling next week, and anticipates the
workplan addendum to be complete by October 18, 2 02. URS has tentatively scheduled the drilling of
the new shallow and deep monitoring wells for Monday, November 4, 2002.
If you have any questions or require additional information, please call me at(916)679-2299.
Sincerely,
URS Corporation Americas
Vernon P.Elarth, R.G.
Project Manager
VPE/ac
cc: Mr. Paul Supple,ARCO
Mr. Marty Hartzell, RWQCB
Mr. George Montross, City of Stockton
URS Corporation
Crown Corporate Center
2870 Gateway Oaks Drive, Suite 300
Sacramento, CA 95833
Tei:916.679.2000
Fax:916.679.2900 K:U5 BP ARCO%044931Regulatory Correspondence\Ll00302.doc
