Center Street <br /> Stockton CA 95202 <br /> San Joaquin County Environmental Health Department SJCIEHD) has reviewed the"Quarterly I <br /> Groundwater Monitoring Report, Fourth Quarter 2001"that was submitted on your behalf by <br /> SECOR International Incorporated (SECOR) and has th following comments. <br /> The report documents a groundwater monitoring and sampling event that took place on December I <br /> 31, 2001. This was the first complete groundwater mon toring and sampling event to take place at <br /> this site in over a year. In the section of the report titled"Work Proposed For Next Quarter(First <br /> Quarter—2002)", SECOR listed the installation of multi-completion wells as a task that would be <br /> completed. <br /> Installation of multi-completion wells was proposed by SECOR in the"Work Plan for the Installation <br /> of Multi-Completion Wells" dated November 16, 2000. In correspondence dated December 5, 2000 ' <br /> and January 12, 2001 SJCIEHD conditionally approved the work plan and a subsequent addendum <br /> to that work plan. <br /> You are directed to begin implementation of the approv d work plan and addendum immediately. <br /> A copy of a City of Stockton encroachment permit must be submitted to SJCIEHD along with a San <br /> Joaquin County well permit application and required $89.00 permit fee. SJCIEHD must be notified <br /> by March 22, 2002 that the fieldwork has been scheduled. All fieldwork must be completed by May <br /> 6,2002, and a report of findings submitted to SJCIEHD within sixty days following the completion <br /> of the work. <br /> I <br /> In addition, another addendum must be submitted to S CIEHD to complete the lateral definition of <br /> the shallow plume in the down-gradient direction. A proposal for this work was not included in the <br /> previous work plan and addendum because of a city construction project. Since that time, i <br /> however, construction activities in the immediate area ave been completed.
