Center Street <br /> Stockton CA 95202 <br /> The former Arco Station #4493 (Arco site) is a liste contaminated site assigned to the Local <br /> Oversight Program (LOP) of San Joaquin County Public Health Services, Environmental <br /> Health Division (PHSIEHD). The purpose of the LC P is to provide oversight of assessment <br /> and clean up activities at contaminated undergroun I storage tank sites. As the responsible <br /> parties to the Arco site you have been informed in writing that routine quarterly groundwater <br /> monitoring and sampling must continue until otherwise directed by PHSIEHD (see PHSIEHD <br /> correspondence dated October 6, 2000). Routine quarterly groundwater monitoring and <br /> sampling have not occurred at this site since November 2000. Construction activities in the <br /> area have prevented access to the sites monitoring wells. This means that you are currently <br /> out of compliance with regulatory directives. <br /> In correspondence dated April 19, 2001 PHSIEHD responded to the Public Notice of Intent <br /> for the Weber Point Master Development Plan Proj ct that had been submitted to this <br /> agency by the City of Stockton. Our letter stated that construction activities in the area must <br /> not compromise the integrity of any of the monitoririg wells associated with this site. A map <br /> was included with the correspondence showing thE locations of the wells. The City was <br /> further informed that if there was a possibility of damaging any of the wells, the wells should <br /> be properly destroyed beforehand and replaced when construction is complete. <br /> On July 17, 2001 PHSIEHD, accompanied by a representative from SECOR International, <br /> Incorporated (ARCO's consultant), conducted a sit walk to determine which monitoring <br /> wells were still accessible. Of the seven monitoring wells that have been installed to date, <br /> only two were located. Those-two wells were offsi a well MW-6, which is located in the <br /> sidewalk on the east side of Center Street, and off 5ite well MW-7, which is located in the <br /> asphalt on the northeast corner of Center Street a d Channel Street. The remaining offsite <br /> well, MW-5, has apparently been covered by a sidewalk. MW-5 was formerly located in the <br /> asphalt on the southeast corner of Center Street arid Channel Street. All four on-site wells <br /> were covered with dirt and/or construction debris and could not be located. <br /> PHSIEHD directs you, as the responsible parties f this site, to: 1) locate all of the monitoring <br /> wells, 2) inspect them to determine if they have be an damaged, 3) repair those wells that are <br /> determined to be repairable, 4) properly destroy all wells that have been damaged beyond <br /> repair, 5) replace all wells that have been damage I beyond repair, and 6) resume <br /> A Division of San Joaquin Count3 Healhh Care Services <br />
