APPENDIX "' <br /> ADDITIONAL ENVIRONMENTAL ANALYSIS AND MITIGATION MEASURES FOR THE <br /> AMENDED WEBER POINT MASTER DEVELOPMENT PLAN PROJECT (IS5-41) <br /> SECTION C: 5. CULTURAL RESOURCES —Would the project: <br /> b. Cause a substantial adverse change in the significance of an archaeological <br /> resource pursuant to Section 15064.5? <br /> Answer: Yes. <br /> During the construction of Phase 1 of the Weber Point Events Center, some historic <br /> artifacts and the foundation of a building, thought to be the foundation of Captain <br /> Weber's home, were uncovered. Because federal funds were used for Weber Point, <br /> the project was subject to the requirements of Section 106 of the National Historic <br /> preservation Act which sets out requirements for any unexpected historic or <br /> archaeological discoveries. The City contacted the State Office of Historic <br /> Preservation to report the possible find and for the State Historic Preservation Officer <br /> (SHPO) to determine the proper course of action under Section 106. <br /> On August 23, 1999, the City of Stockton executed a contract with ASI Archaeology <br /> and Cultural Resources ; Management (ASI) to conduct an archaeological <br /> investigation of Weber Point to determine if any of the foundation of Captain Weber's <br /> house remained. During the archaeological investigation, both the foundation of <br /> Captain Weber's home and artifacts were discovered. This foundation was then <br /> covered with fill and the ground re-contoured. The results of this investigation were <br /> then provided to SHPO. <br /> An interim report on the archaeological finc ing was completed by ASI and was sent <br /> to SHPO. In agreement with SHPO, currai ion and evaluation of the archaeological <br /> materials found at Weber Point and eva cation of the property for the National <br /> Register of Historic Places is now being co pleted by ASI; Weber Point is currently <br /> a City of Stockton historic Landmark. F [lowing completion of the report on the <br /> archaeological find and evaluation of the property for the National Register, all the <br /> information will be forwarded to SHPO for their concurrence and completion of the <br /> Section 106 process. <br /> The Haggin Museum has agreed to store and display the artifacts that were found. <br /> The City is presently preparing a plan for a marker identifying the outline of Captain <br /> Weber's home. This marker will be built at grade with an entry feature at the east <br /> end, and the actual foundation will not be disturbed. <br /> Level of Significance: Potentially significant <br /> Mitigation Measure: TheFsite has been covered with approximately five feet of fill <br /> and no further disturbance of archaeologica and/or historic artifacts will take place. <br /> Significance after Mitigation: Less than significant <br /> 17 <br />
