APPENDiIX ""
SECTION C: 7. HAZARDS AND HAZARDOUS MATERIALS - Would the project:
b. Create a significant hazard to the public or the environment through reasonably
foreseeable upset and accident conditio is involving the release of hazardous
materials into the environment?
Answer: Yes
The previous uses at this site included a gas station with underground tanks. The
underground tanks have been removed u der permit. Under oversight by the San
Joaquin County Environmental Health (SJCEH) Department, groundwater
contamination by these tanks is being monitored. The contaminent of concern is
MTBE and appears to be migrating offsite in a northeasterly direction.
Level of Significance: Potentially significant
Mitigation Measure: SJCEH has required ARCO to install three additional
groundwater monitoring wells immediately offsite in the sidewalk and roadway area
that form the eastern boundary of this site. Once the contamination has been
adequately characterized, it is probable that the County will require the installation of
one or more groundwater remediation syst ms. These systems may be located on
and/or off-site. Provisions to install these systems will have to be considered in the
final construction plans for the expansiori of the events center onto this area.
Installation and maintenance of the systerns should be able to be incorporated into
the park without compromising the function of the park. These systems do not pose
any hazard to the public.
Significance after Mitigation: Less than E ignificant
18
