Create a significant hazard to the public or the environment through reasonably <br /> foreseeable upset and accident conditio is involving the release of hazardous <br /> materials into the environment? <br /> Answer: Yes <br /> The previous uses at this site included a gas station with underground tanks. The <br /> underground tanks have been removed u der permit. Under oversight by the San <br /> Joaquin County Environmental Health (SJCEH) Department, groundwater <br /> contamination by these tanks is being monitored. The contaminent of concern is <br /> MTBE and appears to be migrating offsite in a northeasterly direction. <br /> Level of Significance: Potentially significant <br /> Mitigation Measure: SJCEH has required ARCO to install three additional <br /> groundwater monitoring wells immediately offsite in the sidewalk and roadway area <br /> that form the eastern boundary of this site. Once the contamination has been <br /> adequately characterized, it is probable that the County will require the installation of <br /> one or more groundwater remediation syst ms. These systems may be located on <br /> and/or off-site. Provisions to install these systems will have to be considered in the <br /> final construction plans for the expansiori of the events center onto this area. <br /> Installation and maintenance of the systerns should be able to be incorporated into <br /> the park without compromising the function of the park. These systems do not pose <br /> any hazard to the public. <br /> Significance after Mitigation: Less than E ignificant <br /> 18 <br />
