CRM Stockton Closure Plan <br /> 1. The following closure plan will be submitted to CalRecycle at least 120 days prior to the <br /> anticipated closure. <br /> a) The facility operator will issue a public notice to scrap tire haulers, identifying the effective <br /> date of no longer accepting waste tires. The notices will be mailed and posted at the front <br /> entrance of the facility. The notice will include alternative location(s)where tires can be <br /> deposited. Access to the public will be closed off. <br /> OPTION A <br /> All scrap tires onsite will be converted to crumb rubber at an approximate rate of 500 PTE per <br /> hour. The whole tire will be shredded to a two inch chip,which will be fed to a primary <br /> granulator and converted to a three quarter inch nugget. The steel wire is separated with a <br /> cross belt magnet and fiber by an enclosed vacuum system. The%inch rubber particles are fed <br /> through two additional granulators reducing the size to 3/8 inch and then to Y.inch which then <br /> fed to a cracker mill. The cracker mill is the final stage where the rubber is produced to a <br /> particular specification and then blown into a one ton super sack and stored in the finished <br /> goods inventory until being sold and shipped. The entire operation consists of shredders, <br /> granulators,cracker mills operating at ambient temperature and powered by electrical motors. <br /> There are thirteen proposed scrap tire stockpiles. The maximum area for each stockpile is 5,000 <br /> square feet with a maximum height of twelve feet as approved by Stockton Fire Department. <br /> The total proposed scrap tire storage permit shall not exceed 200,000 PTE. <br /> b) The proposed scrap tires stored will be converted to crumb rubber at a rate of 500 tires per <br /> hour. The proposed operation will take approximately 25 working days based on 16 hours <br /> of operation per day. The crumb rubber produced during this period will be packaged in <br /> one ton super sacks and sold. <br /> CRM will notify the CalRecycle when the closure activities are completed and the site is ready <br /> for inspection,and furnish the Board with manifests and trucking receipts or other <br /> documentation that tires and tire residues have been removed from the site and disposed of <br /> properly. <br /> OPTION B <br /> The scrap tires will be processed through the primary shredder in a single pass and be shipped <br /> to the local landfill. The shreds will be loaded into walking floor trailers and sent to Forward <br /> Landfill. 200,000 PTE is equal to 2,000 tons and would result in 85 loads at 23.5 tons per <br /> truckload. This clean up would take between approximately 14-30 working days depending on <br /> how many trucks/trailers are available for disposal. <br /> 2.
