i 0 <br /> 2.0 BACKGROUND INFORMATION <br /> Background information for the Site is summarized in the following sections from <br /> investigation and remediation activities described in a report that PG&E previously <br /> submitted to the DTSC (CH2M HILL, 1998). <br /> 2.1 Historic Site Use <br /> PG&E and its predecessor, the Stockton Gas Company (SGC), produced gas from coal <br /> and oil in the central region of Area I regularly from 1860 to 1930, and on a standby <br /> basis from 1930 to 1955. In 1891, the SGC constructed the electric substation in Area II <br /> which is still in use today by PG&E. The SGC purchased the northern property, <br /> designated as Area III, in 1925 and maintained a large gas holder there until the late <br /> 1970s. <br /> PG&E purchased the SGC in 1927, shut down the MGP permanently in 1955, and <br /> currently owns only Areas I and II. Area II was not used for producing manufactured <br /> gas. <br /> Former MGP facilities in Areas I and III included four gas holders and a crude oil <br /> storage tank. Three of the gas holders and the crude oil storage tank were located in <br /> Area I, and the fourth and largest gas holder was located in Area III. An underground <br /> storage tank (UST) containing oil (also identified as a gas/oil sump) and an <br /> aboveground oil tank were formerly located within Area I. Prior to 1910, when the SGC <br /> manufactured gas primarily from coal, the SGC stored coal in the vicinity of these oil <br /> tanks and the crude oil tank. Lampblack storage areas were located adjacent to <br /> Commerce and Center Streets. Three USTs, formerly located in Area I, were removed <br /> in 1989. Historical Site features are shown on Figure 2. <br /> 2.2 Current Site Use and Site Setting <br /> Currently, PG&E uses only Area I and Area II for its business operations. Area I <br /> includes a building for PG&E staff who maintain the gas transmission system and the <br /> electric substations of the San Joaquin Valley area.
