Ward
Executive Director
Housing Authority of the County of San Joaquin
' 448 South Center Street
P.O. Box 447
Stockton, CA 95201
Dear Mr. Ward:
Subject: PG&E Request to Install Groundwater Monitoring Wells on
Property of the Housine Authority of•he Countyof San
This is to follow up on the meeting that Rob S. Lechner and Ronald L. Mueller of
PG&E had with you on March 14, 1994, and to formally request your authorization to
enter the property of the Housing Authority of the County of San Joaquin (Housing
Authority), located at 448 S. Center Street, in Stockton, California. The purpose of our
entry would be to install and periodically sample a deep aquifer groundwater monitoring
well (about 200 feet below grade) and possibi a shallow aquifer groundwater
monitoring well (about 100 feet below grade).
The water from the shallow well would periodically be sampled and analyzed for
polynuclear aromatic compounds (FNAs), a common residue from the operation of
manufactured gas plants, and volatile organic compounds (VOCs), typically associated
with gasoline. The water from the deep well would be periodically sampled and
analyzed for PNAs. PG&E will be responsible for collecting, handling, characterizing
and dispensing of all the water, soil and other waste materials resulting from the
installation and sampling of the well or wells and returning the surface around the wells
as nearly possible to its original condition. PG&E will share all test results from your
property with you and with appropriate government officials. We anticipate that these
wells will not have detectable concentrations ofPNAs or VOCs. If and when
monitoring is no longer required by the regulatory agency/agencies, PG&E will properly
close-in the well or wells.
We hope to be able to begin our field work in about a month, and would like to install
the well or wells near the southeast comer of your property. If you agree to our
proposal, PG&E will determine the location and timing of the well installation in
consultation with you and your designated staff.
