Date: 11 /09/2018 <br />Manufacturer training: VMI, 06/20/19; VR, 08/09/18 <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />Prior to arrival, Inspector Zuna Barker observed partial secondary containment testing. Called technician Benjamin Duncan, <br />and he verbally confirmed all secondary containment testing was performed and passed, which included all tank top sumps, all <br />annulars, all product piping, and all UDC's. <br />Onsite to observe following tests: <br />1) Onsite to witness sensor functionality. All sensors that were tested passed. Did not test the 87 -siphon (new diesel) VR 208 <br />sensor because the turbines would not turn on. This sensor will have to be reverified once turbines can properly turn on. The <br />91 -product VR 407 annular sensor worked when tested, but could not go out of sensor out alarm. This sensor was replaced <br />during inspection with a VR 409 sensor. Permit will have to be amended to include this change. <br />2) Verified leak detector tests on the 87 and 91 tank. The 87 -siphon (new diesel) tank did not contain a leak detector. This tank <br />must have a leak detector installed, and tested at another date prior to operating the diesel tank. <br />3) Verified overfill prevention probe alarms. <br />4) Verified UDC 3/4 and 7/8 for leaks into UDC. Site has deflector plates. <br />5) Verified there is no leaks within the dispenser. <br />Outstanding issues: <br />1) Amend permit to include the replacement of the 91 -product annular sensor from a VR 407 to VR 409 sensor. <br />2) Install PLLD for the new diesel tank and retest. <br />3) Test diesel VR 208 STP sump sensor and verify turbine shutdown. <br />4) Provide crossover letter for crossover piping issue. <br />5) Provide accurate as -built plans for the site. <br />*Facility authorized to operate the 87 -Master , 87 -slave, and 91 product tanks only. Facility is not authorized to operate the <br />diesel tank until all outstanding issues are met. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
