Kasey Foley, REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Robert McClellon, REHS <br /> Jeff Carruesco, REHS, RDI <br /> Rodney Estrada,REHS <br /> Willy Ng, REHS <br /> Muniappa Naidu, REHS <br /> May 8, 2018 <br /> Attn: Nick Patel <br /> Fuel Systems Consulting <br /> 39899 Balentine Drive, Suite 370 <br /> Newark, Ca. 94560 <br /> Re: ARP Mini Mart SR0078577 <br /> 25775 Patterson Pass Road <br /> Tracy, Ca. 95377 <br /> The San Joaquin County Environmental Health Department (EHD) has completed the review of the <br /> application for a permit to (1) replace under dispenser containments (UDCs) and dispensers on UDC <br /> 3/4 and 7/8 with new Bravo B1000 UDC and Gilbarco Encore 700 dispensers (respectively), (2) <br /> convert tank#1 (from the 87-octane to diesel), (3) change gasoline probe in Tank #1 to Veeder Root <br /> Mag Diesel probe, (4) install NOV FRP rigid diesel piping from tank#1 to UDCs 3/4 and 7/8, (5) modify <br /> existing gasoline and vapor piping to connect to the newly installed UDCs, (6) upgrade Veeder Root <br /> TLS 350 monitoring system to reflect diesel tank conversion changes, (7) disconnect 87-octane siphon <br /> line (at tank#1 and tank#2 STP sumps), (8) cap the vapor return line (at tank#1 and tank#2 STP <br /> sumps) and cap diesel vent riser (at vent stack), and (9) remove phase I vapor cap and adapter on <br /> tank #1 fill sump and install threaded pipe cap on riser on the underground storage tank (UST) system <br /> at the above noted address. The permit has been approved with the following conditions: <br /> 1. Contact the local fire department and the San Joaquin Valley Air Pollution Control District for <br /> any applicable permits and requirements. <br /> 2. Any changes in information and scope of work must be submitted to EHD for approval prior to <br /> commencing work. All new addenda supersede the previous ones. <br /> 3. Contact Zuna Barker at (209) 953-7311 to arrange the following inspection appointments (a 48- <br /> hour notice is required for inspection appointments). Please be aware that inspections for <br /> emergency work must be scheduled within five days of permit approval. <br /> a Witness soil sampling by an independent third party sampler of native soil below removed <br /> UDCs and any removed piping, as required. <br /> b. Verification of new diesel pipe installation, setbacks, and burial depth according to the <br /> manufacturer's installation instructions. Verification of appropriate backfill. <br /> c. Verification of newly installed diesel pipe slope (1/8 inches per foot or greater) to a <br /> containment sump with an audible/visual alarm. <br /> d. Verification of piping modifications and terminations. <br /> e. Primary piping soap test: One hour pneumatic pressure test at 110% of operating pressure, <br /> or 40 psi, whichever is greater on the newly installed diesel piping. <br /> f. Secondary piping soap test: One hour pressure test per manufacturer's guidelines on the <br /> newly installed diesel piping. If there are no manufacturer's guidelines, test shall be <br /> performed using an applicable method specified in an industry code or engineering <br /> standard. <br /> 1868 E.
