SANJ O A Q U I N Environmental Health Department
COUNTY
g. 24-hour hydrostatic test (or equivalent) on tank#1 and tank#2 submersible turbine pump
(STP) sumps, UDC 3/4, and UDC 7/8. Secondary containment testing for tank#1 fill sump
maybe required if the installed threaded pipe cap riser has any impact on the secondary
containment testing of this sump.
h. Secondary containment testing of installed diesel piping (and any other regulated piping
over which the concrete was broken) in operating condition (once concrete is poured), per
manufacturer's guidelines. One hour pressure test per manufacturer's guidelines is
required, if there are no manufacturer's guidelines, this test shall be performed using an
applicable method specified in an industry code or engineering standard. As built plans
must be submitted prior to this inspection.
i. Since concrete will be broken near the converted diesel tank, a secondary containment test
must be performed on the diesel tank (and any other tank over which the concrete has
been broken) once concrete is poured in accordance with the manufacturer's guidelines. As
built plans must be submitted prior to this inspection.
j. Sensor functionality: Functionality of the monitoring system must be verified to ensure that
monitoring has been restored to meet the requirements of Title 23 California Code of
Regulations and the Health & Safety Code. If it is determined that a cold start is necessary,
a copy of the alarm history shall be printed prior to performing the "cold start" of the Veeder
Root system and made available at the time of EHD inspection.
k. Leak detector test: Leak detector must be tested to confirm that the device can detect a
leak of 3 gallons per hour at 10 psi.
I. Overfill prevention verification: Verify that external audio and visual alarm at the newly
converted diesel tank activates when tank is 90% full. Overfill prevention set up calculations
must be submitted to the EHD prior to scheduling this inspection.
m. Verification of the dispenser footprints (UDCs 3/4 and 7/8) contained by the under
dispenser containment sumps (UDCs), any potential leaks from piping and fuel filters must
drain directly into UDCs.
n. Visual inspection of the piping within the dispensers for any product leaks.
o. An accurate and drawn to scale as-built drawing, which indicate the location of the
underground storage tanks (underground storage tank, piping, auxiliary and monitoring
equipment) and newly installed piping with respect to buildings or other landmarks (per 23
CCR 16 2711(8)) and copies of any required installation checklists must be submitted to the
EHD prior to scheduling a final inspection.
Please be aware that the facility cannot operate the UST system and receive fuel in the
diesel tank prior to the EHD inspection and approval.
4. In addition, the sampling analytical results must be submitted within 30 days after the UDCs
and piping sampling. Only results that come directly to the EHD from a third party California
certified laboratory with affixed chain of custody will be accepted by EHD.
5. Within 30 days from each shipment of hazardous waste, all pertinent hazardous waste disposal
documentation (rinsate and all residual product disposal) must be submitted to the EHD.
6. Secondary containment testing for STP sumps tank#1 and tank#2 sumps (where piping has
been terminated), for the newly installed UDCs 3/4 and 7/8, and the installed diesel piping is
required six months after installation. Secondary containment testing for tank#1 fill sump
maybe required six months after installation if it's determined that such testing is needed during
its installation. Provide 48 hours notification to the EHD when this test is scheduled.
7. Any individual performing the work of a service technician must meet the following
qualifications:
2 of 3
