Center St. <br /> Stockton , CA. , 95206 <br /> San Joaquin County Public Health Services , Environmental Health Division <br /> ( PHS-EHD) has reviewed the September 25 , 1998 "Work Plan - Phase 2 Site <br /> Investigation " submitted by Foothill Engineering on September 30 , 1998 and has <br /> the following comments . <br /> Due to the high levels of both soil and groundwater petroleum contamination <br /> (free-product) discovered in the borings and well installations on April 28 , 19983 <br /> PHS- EHD believes that the proposed "nested " monitoring well installations may <br /> not be appropriate . The time and techniques needed to place " nested wells" <br /> may allow upper level contamination to cross-contaminate the deeper levels . <br /> PHS- EHD does not approve the proposal as submitted and offers the following <br /> recommendation . <br /> Each monitoring well casing should be installed in separate boreholes placed <br /> close together (within 10 feet diameter of each other) . This "clustered " approach <br /> will provide for ease of installation and should prevent cross-contamination in the <br /> deep boring . The screened interval for the deeper monitoring well should not <br /> exceed 5 feet in length . A modified monitoring well construction diagram and <br /> workplan addendum should be submitted to PHS-EHD by November 20 , 1998 . <br /> The vertical extent of the soil contamination in the area of the former <br /> underground storage tank pit by MW- 1 needs to be defined also. PHS- EHD <br /> recommends that this phase of investigation be modified to include a deep soil <br /> boring and possibly a deep monitoring well installation in this area. <br /> I{ PHS-EHD will evaluate field conditions and determine which soil samples <br /> o collected during well installations should be analyzed for the petroleum <br /> I constituents of concern . <br /> A Division of San Joaquin County Health Care Services <br />
