(Condor) on your behalf for
the above-referenced site. The EHD had directed the submittal of a well destruction work plan
by letter dated 18 October 2012.
In the work plan, Condor proposes to destroy monitoring wells MW4 and MW-5 by removing
the well components by over-drilling the wells before backfilling the borehole with neat cement
from the bottom upward. Since contaminants of concern were not detected in groundwater
samples collected during the most recent sampling events, Condor proposes to destroy MW-1,
MW-2, MW-3R, MW-4D, MW-6 and MW-7 by:
Pressure grouting the well casings with neat cement from the bottom upward;
Then removing the top three feet of the well casing and cement;
• Followed by removing an additional six inches of cement below the depth where the
casing has been removed; and
Filling the borehole with neat cement to one foot below surface grade (bsg).
Condor proposes to destroy the three soil vapor wells SV-4, SV-5 and SV-6 by over-drilling the
wells with a four-inch hand auger, then backfilling the borehole with neat cement.
The San Joaquin County Well Standards require removing the well contents as the method of
destruction if the well is in an area of known or suspected contamination. The EHD has
reviewed the site soil data to determine if the wells proposed for destruction by pressure
grouting qualify for that destruction method. The EHD determined that the following wells
qualify for destruction by pressure grouting: MW-1, MW-3R and MW-7. Prior to destroying the
wells, check each one for obstructions and if found, remove the obstructions. If obstructions
cannot be removed, the well must be destroyed by removal of all the well contents. The EHD
