You are correct that we will stick to the two phase plan. The multiple permits will
separate these phases out, and keep everything clear.
The wells in the street will be better placed on the sidewalk. A gas fine and a water line are located 8
feet from the curb. PG&E now requires 10 feet of clearance unless you dig a trench to positively
locate the utility. The locations in the sidewalk would be slightly closer to the plume anyway. I've
checked with City Public Works and Reed Campbell thought that would be acceptable.
From: Vicki McCartney [EH] [mailto:vmccartney@sjcehd.corn]
Sent: Friday, November 20, 2009 4:12 PM
To: Bill Cook
Subject: RE: Channel Street
Bill,
I assume you are doing the fieldwork in two stages, first the monitoring well.on the property, then
later, based on the analytical data from MW-5, you may decide to install additional wells in the City
of Stockton sidewalk or street. Before you would receive a County permit for wells installed in the
street, you would have to provide the encroachment permit; then I will issue the permit for wells in
the street.
In short, submit the work plan for all proposed work without any permit applications. Once the work
plan is approved and prior to doing any fieldwork, you must submit one or more permit
applications. I will not issue a permit for work in the street until I receive the encroachment permit
issued by the City of Stockton.
I hope I have made myself clear. If not, give me a call.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
12/14/2009
