Before you would receive a County permit for wells installed in the street, you would have to provide the encroachment permit; then I will issue the permit for wells in the street. In short, submit the work plan for all proposed work without any permit applications. Once the work plan is approved and prior to doing any fieldwork, you must submit one or more permit applications. I will not issue a permit for work in the street until I receive the encroachment permit issued by the City of Stockton. I hope I have made thyself clear. If not, give me a call. Specifically, that we are not required to include, with the work plan, approved encroachment and revocable permits from the City of Stockton, for the wells on city sidewalks. The proposed wells to be placed off the property, near the intersection of Grant and Channel, would be approved in the work plan. But they would be installed if Justified based on the results of drilling or analysis of MW-5 on the property. The permits would cost $5978.26 ($905.57 revocable+$572.69 encroach ment+$1500 bond/well times three). If the wells were not installed, then the City would return the bond but not the application and processing fees. I don't want to spend $1478.26 before drilling and analyzing MW-5, unless you need those documents to approve the work plan.
